简要规则描述：本项目位于浦东新区南汇新城镇芦潮港社区，包含新芦苑A区、新芦苑C区、新芦苑D区、新芦苑E区、新芦苑F区、海芦汇鸣苑六个小区，涉及283个单元，总建筑面积297142.50平方米。建设内容包括屋面改造、外墙面改造:公共部位整新、排水设施修缮、附属用房及公共设施改造、景观绿化及道路整修等。完成项目代建管理工作(从项目立项到项目竣工交付使用)服务期限自合同签订之日起至项目质保期结束。详见“第四章 采购需求”。

Brief Specification Description: This project is located in Luchaogang Community, Nanhui New Town, Pudong New Area. It includes six residential areas: Xinluyuan A, Xinluyuan C, Xinluyuan D, Xinluyuan E, Xinluyuan F, and Hailuhuimingyuan, involving 283 units with a total construction area of 297142.50 square meters. The construction content includes roof renovation, exterior wall renovation: renovation of public areas, repair of drainage facilities, renovation of ancillary buildings and public facilities, landscape greening and road renovation, etc. The service period for completing project construction management work (from project initiation to project completion and delivery for use) . Please refer to Chapter 4 Procurement Requirements for details

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：落实政府采购政策需满足的资格要求：1）强制采购节能产品政策； 2）鼓励节能政策；3）鼓励环保政策； 4）扶持中小企业、促进残疾人就业政策， 监狱企业、残疾人福利性单位视同小型、微型企业。 5）本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: Qualification requirements for implementing government procurement policies: 1) Mandatory procurement of energy-saving products policy; 2) Encourage energy-saving policies; 3) Encourage environmental policies; 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities, prison enterprises and welfare units for people with disabilities are regarded as small and micro enterprises. 5) This project does not accept imported products.

(c)本项目的特定资格要求：（1）符合《上海市政府购买服务管理办法》第七条规定；
（2）供应商在近三年内无行贿犯罪记录，未被政府采购监督管理部门禁止参加政府采购活动，同时未被列入 “信用中国”网站(******)中失信被执行人、重大税收违法案件当事人名单和“中国政府采购网”(******)政府采购严重违法失信行为记录名单的供应商（以报价截止之日前三年内的信用记录为准）；
（3）法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，都不得同时参加本项目。（一经证实，取消所有涉及单位的投标资格）；
（4）本项目不允许允许联合体投标。
（5）本项目专门面向中小企业
（6）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (i) Complies with Article 22 of the Government Procurement Law of the People's Republic of China
(ii) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (****** gov.cn) or China Government Procurement Network (****** gov.cn)
(1) Comply with Article 7 of the Shanghai Municipal Government Procurement Service Management Measures; (2) Suppliers who have no history of bribery crimes in the past three years, have not been prohibited from participating in government procurement activities by government procurement supervision and management departments, and have not been included in the list of dishonest persons subject to enforcement, major tax violations, or serious government procurement dishonest behavior records on the "Credit China" website (****** gov.cn) and the "China Government Procurement Network" (******

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
